Lebanese payroll comes down to three jobs every month: pay each employee the right net salary, withhold the right income tax on salaries, and declare the right NSSF contributions. Why payroll in Lebanon is harder than it looks
On paper, payroll is simple: gross salary minus deductions equals net pay. In Lebanon, a few things make it harder.
- Two currencies. Many companies pay salaries fully or partly in US dollars, while statutory figures are kept in Lebanese pounds. The official rate has been 89,500 LBP per USD since 2024, and your payroll has to convert consistently.
- Rates that move. NSSF contribution rates, salary ceilings, minimum wage and the income tax brackets on salaries have been revised several times since 2019. A system with hard-coded numbers goes out of date fast.
- Allowances. Transport allowances, family allowances and other benefits each have their own treatment for NSSF and tax.
- End-of-service. End-of-service indemnity depends on years of service and on what the company has already declared, so the history matters.
- Many hands. In a small company, the owner, the accountant and an outside payroll firm often touch the same numbers in different Excel files.
None of this is impossible. It just needs one clean process and one source of truth.
The monthly payroll process, step by step
Whatever software you use, a sound Lebanese payroll month follows the same order.
- Update employee records. New hires, leavers, salary changes, NSSF registration numbers, family status (it affects tax and family allowances), salary currency and bank details.
- Collect variable inputs. Overtime, unpaid leave, absences, bonuses, commissions, transport days and salary advances.
- Calculate gross pay. Base salary plus allowances and variable items, in the currency each employee is paid in.
- Calculate NSSF contributions. Employee and employer shares for each NSSF branch, applying the current rates and any salary ceilings.
- Calculate income tax on salaries. Apply the progressive brackets after the family deductions the employee is entitled to.
- Calculate net pay. Gross minus the employee NSSF share, minus income tax, minus advances or loan repayments.
- Review and approve. Someone other than the person who prepared payroll checks the totals against last month.
- Pay. Bank transfer, cash, or a split between USD and LBP.
- Post to the books. Salaries expense, employer NSSF expense, amounts due to NSSF and to the Ministry of Finance, and net salaries payable.
- Declare and pay the authorities. Prepare the NSSF declarations and the tax on salaries, then archive payslips and supporting documents.
NSSF: what employers need to know
The National Social Security Fund (NSSF, in French CNSS, in Arabic الصندوق الوطني للضمان الاجتماعي) covers private-sector employees in Lebanon. Employers register their staff, declare salaries and pay contributions. Contributions are split across the Fund's branches: sickness and maternity, family and education allowances, and end-of-service indemnity.
We deliberately do not print rates or ceilings in this article. They are set by law and official decisions, they have changed more than once in recent years, and a blog post is the wrong place to look them up. Check the current figures on the official NSSF website and confirm them with your accountant before each change.
What matters for software is this: rates and ceilings must be data, not code. When a new decision is published, you should be able to enter the new rate with its effective date and run the next payroll without waiting for a software update.
Income tax on salaries
Lebanon taxes salaries on a progressive scale: the higher the taxable salary, the higher the rate on each additional slice. The employer withholds the tax from the salary and pays it to the Ministry of Finance. Family deductions reduce the taxable base depending on the employee's family situation.
The brackets themselves are expressed in Lebanese pounds and were revised after the currency collapse. Again, do not rely on a number you read on a blog. The Ministry of Finance website is the reference, and it also offers e-declaration and e-payment services. Your accountant will know which version applies to your company.

Common payroll mistakes to avoid
- Using last year's rates. A decision is published, nobody updates the Excel file, and contributions are under-declared for months.
- Converting at the wrong rate. Mixing the official rate with a market rate in the same payroll makes the books impossible to reconcile.
- Forgetting family status changes. A marriage or a new child changes deductions and allowances.
- Paying before posting. Cash goes out but the payroll journal is entered weeks later, so the monthly P&L is wrong.
- Salaries visible to everyone. Shared spreadsheets leak. Payroll belongs behind permissions.
Leavers and end-of-service
The month someone leaves is the month payroll errors are most expensive. Before the final payment, check:
- Unpaid salary days and any unused leave the employee is owed.
- Outstanding advances or loans to deduct from the final pay.
- The end-of-service position with the NSSF, based on what the company has declared over the years.
- The deregistration of the employee with the NSSF, and a final payslip that the employee signs.
